Who runs what in Niwot

Without a town hall, local groups organize the gatherings, the arts and the business district, and county offices and special districts handle most public services. Which one to approach for what.

Niwot has no town government. The summer concerts, art walks and seasonal gatherings are not municipal programs; they happen because residents and local organizations build the calendar, maintain the public art and keep showing up. Public services come from Boulder County, the special districts and a water district. Here is which body to approach for what.

Community groups

Volunteer and membership organizations. Each line says what the group actually runs, so you know which one to approach.

  • Niwot Business Association — the membership organization for local businesses: the members’ directory with current hours, the community events calendar, and the seasonal gatherings in Old Town. Runs: business directory, events calendar, Enchanted Evening, the Holiday Parade, Dancing Under the Stars.
  • Niwot Cultural Arts Association — a volunteer non-profit, formed in 2009, that funds and organizes the arts in Niwot, from Whistle Stop Park and the Sculpture Park to the summer concerts. Runs: Whistle Stop Park, the Children’s Park, Niwot Sculpture Park, Why Not Niwot?, Rock & Rails.
  • Niwot Historical Society — preserves and shares the history of Niwot: an online timeline of 150 years, walking tours, lectures and archives. Runs: history timeline, walking tours, lectures at Niwot Hall, archives.
  • Niwot Community Association — an all-volunteer non-profit of household members, established in 1990, that speaks for residents to Boulder County and holds community events. Runs: residents’ voice to the county, National Night Out, the veterans banners, the tractor show.
  • Left Hand Grange No. 9 — operates Niwot Hall on Second Avenue, the room most community meetings, talks and classes happen in.

Public bodies with a Niwot remit

Public administration, not clubs: each is part of, or appointed through, government, and is approached as such.

  • Niwot Election Commission — appointed by the Boulder County District Court to administer the November 2026 incorporation election; it publishes the official ballot language and takes no position on the question.
  • Niwot Local Improvement District — a Boulder County improvement district funded by a 1% sales tax in the business area; an advisory committee recommends spending to the County Commissioners, who serve as its board.

Water and sewer

  • Drinking water, rates and meters: Left Hand Water District
  • Sewer, where the district’s lines run: Niwot Sanitation District, a special district with its own elected board covering about seven square miles around Niwot. Elsewhere, septic. Check your address with the district.
  • Trash and recycling: arranged household by household with a private hauler. There is no municipal service.
